Program Description:

In 2022, states across the country enacted legislation meant to censor and restrict library services and the right to access information. In Arizona, Governor Ducey signed HB 2439 into law, which requires school libraries to post all titles purchased for the collection for 60 days after approval. Join Erin MacFarlane and Jessica Rainbow to learn more about what to expect for the 2023 legislative session, and how you can help advocate for fREADom.

Presenters:

Erin MacFarlane has served as Chair of AzLA's Legislative Committee since 2016. In that time, she has worked at both the local, state, and federal level to help influence legislation that impacts library services. Erin is also a member of ALA's Policy Corps and is a liaison for the ALA state legislative delegation. Erin works for Maricopa County Library District, and lives in Goodyear with two middle aged Labradors and a couple of library loving teenagers.

Jessica Rainbow serves as senior policy and public affairs advisor for Pivotal, managing client’s state legislative and public policy issues. Jessica assists the firm with political affairs; coordinates both internal and external communications and provides clients with services from project analysis to political and strategic consulting and representation.

Since 2008, Jessica has represented a broad range of clients before the Arizona State legislature, administrative agencies, local governments and Arizona’s congressional delegation. With strong relationships with policy and decision makers at the state, local and county levels, Jessica brings experience in a wide range of public policy issues and advocacy including: higher education, health care, financial services, tribal governments, municipalities and state agencies.
